In France, there are many different types of business support schemes, but you won't find a detailed list here. The payment of public aid is conditional on a combination of specific criteria that require very specific support. Here's how it works.

When you’re looking for a site for your project, financial incentives should never be the sole deciding factor. But it is worth identifying and reviewing your options early on, since aids can make your expansion easier and faster. In Hauts-de-France, we’ve developed a comprehensive toolbox that can be adapted to a wide range of situations.

A regulatory framework set by the European Union

For countries of the European Union, the payment of public aid is regulated by the European Commission. This regulation on “Aides à Finalité Régionale (AFR)” sets upper limits according to the percentage of the sum invested. The AFR upper limit will be higher for SMEs (25% of the investment amount) than for large companies (10% maximum), and will depend on the municipality in which the project is located.

While the framework is set by the European Commission, aid is actually given by the French State, the Hauts-de-France Region and the counties, according to their own eligibility criteria. These criteria depend in particular on:

  • the company size,
  • the business sector,
  • the nature of the project (start-up, expansion, modernization, etc.)
  • and the number of jobs created over 3 years.

 

Wide range of financial incentives and grants
to meet a variety of specific situations

Aids can take several forms:

  • subsidies, which are non-reimbursable if jobs created are maintained for at least 5 years
  • subsidized loans
  • tax exemptions 
  • advances (repayable)
  • and more

There is no comprehensive table listing all potential options. Instead, authorities base decisions on a case-by-case approach, with amounts depending on:

  • your needs
  • type of investments planned
  • your own business plan
  • your project’s impact on employment and the regional ecosystem

Other forms of
support

In addition to investmen financial incentives, the Hauts-de-France Region offers other types of support that do not fall into those categories regulated by the European Union:

  • training aids: these cover part of the cost of training and, in some cases, the salaries of trainees
  • aid for the development and industrialization of new products
  • revitalization funds

Finally, the Region has financial tools at its disposal for equity investments. These investments depend on the nature and characteristics of your project.
